His name is Barney Heath, he comes from Pawtucket, R.I. and Wicked Local has a few details.
There’s no word here on what happens to James Freas who has been acting planning director since 2014.

About time! I hope James stays around though, its always beneficial to have institutional knowledge passed along.

The Zoning and Planning committee spoke with James Freas about staffing the other night. He is currently looking to hire a long range planner and as soon as the new director starts he will return to working full time as deputy director of planning.
James is a colleague and a friend, and I think he has done a remarkable job as long range planner and deputy director, and as the acting director since Candace Havens retired over a year ago, despite significant turnover in the planning department and the extended search for a permanent director.
ZAP approved the funding for a zoning reform consultant on Monday night, and I expect that the Finance Committee will be taking up this item again soon. I am very much looking look forward to working with Barney Heath and James Freas on the next phase of zoning reform.
I’ve been told James Freas will continue on as deputy director.

Welcome to our city, Barney. You will be busy; we have a lot on our plate.
And thanks go to James Freas, who truly stepped up when needed.

Maybe the City can now fill the HR Director position which has been vacant for several years.
