Kind of a poorly descriptive and misleading quote. Massachusetts has 3 major licenses.
FID (firearms identification card) which allows one to own non-large capacity rifles (arbitrarily defined as 10 rounds and being semi automatic)and shotguns (5 rounds only if semi-automatic), but not handguns and does not allow one to carry.
LTC-B, License to Carry NON-large capacity handguns and “large capacity” rifles. This allows one to own revolvers, and some semi-automatic hanguns which were designed to hold 10 or fewer rounds (IE 1911s), and does not permit carrying concealed. You can own large capacity rifles and shotguns on this license such as AR15s.
LTC-A, Licence to carry “large capacity,” this allows one to carry if the license is not restricted otherwise (As the old COP in Newton would only grant restricted licenses, because only Newtons finest or those with money for attorneys or “connections” should be allowed to defend themselves) and allows for the purchase of “large capacity” handguns and rifles. What this doesn’t change is that Massachusetts residents can only legally posess the actual magazines for these guns if they were lawfully possessed on September 13th, 1994, which drives up a premium price for what is known as “pre-ban” magazines.
ANY handgun license in Massachusetts will allow you to purchase large capacity rifles and shotguns as well, as long as they fall in the parameters of the utterly ridiculous assault weapons ban Massachusetts maintains. In classic fashion the reporters got that one wrong.
Nobody requests Class-Bs because they are stupid. I’m not quite sure why they exist, or why they are called licenses to carry for that matter. I tell my students to request Class-As for “All Lawful Purposes.”
